Linking RAND to 9/11 via Richard Perle and an active long term Soviet Israel cell in the US, and Russia’s current military operations in Syria

The RAND Corporation seems to be a private global policy think tank that’s part of the current iteration of the New York/Moscow/Tel Aviv triangle. Below are some article excerpts linking RAND to 9/11 via Richard Perle and an active long term Soviet Israel cell in the US, and Russia’s current military operations in Syria. My emphasis added.

Mark H. Gaffney If Americans Knew 1/29/2016: 9/11: a Wilderness of Mirrors and the Prince of Darkness

“In the preface to his 2004 memoir, Center of the Storm, former CIA Director George Tenet describes an odd experience that occurred upon his arrival at the White House very early on the morning of September 12, 2001. …

As Tenet strolled under the portico that leads to the West Wing, he was surprised to encounter Richard Perle

Tenet writes that “as the doors closed behind him we made eye contact and nodded. I had just reached the door myself when Perle turned to me and said ‘Iraq has to pay a price for what happened, yesterday. They bear responsibility.’” …

Perle was not a US official, nor a member of the Bush administration. Yet, in this unprecedented moment of national trauma and sorrow, Perle had access to the White House. How come? Tenet had no answer.

Tenet writes that he never learned the reason for Perle’s visit. Yet, the director of central intelligence deemed the encounter significant enough that he mentions it on page one of his memoirs. Tenet also goes on to write, “Although I didn’t realize it that day, I’ve since come to think of that brief encounter with Richard Perle as the moment when these two dominant themes in my professional life [i.e., the twin topics of terrorism and Iraq] first intersected.

Jeffrey Steinberg 6/3/88: Suspected Soviet Cell Wrote Reagan’s Long-Term Strategy

On Feb. 19, 1988, Washington Post associate editor Bob Woodward published a front-page story detailing the Pentagon and CIA’s futile search for “Mr. X,” the designation for a high-level intelligence community mole who was believed to be providing Pollard with top-secret code numbers of classified military documents that Pollard, a counterterrorist analyst at a Naval Investigative Service facility in Suitland, Maryland, would then pilfer and pass on to Israeli and Soviet intelligence. Shabtai Kalmanowitch, a Russian-born Israeli multi-millionaire, soon to be tried in Israel as a KGB spy, widely believed to have been one of the Israel-Soviet “back channels” through which the “Mr. X” loot was shared with Moscow.

According to one Pentagon source, the elusive “Mr. X” is actually known to be an entire cell of shared Soviet-Israeli agents, rather than just one well-placed individual. While Woodward’s headline-grabbing revelations about “Mr. X” were aimed at blocking the Department of Justice from shutting down its Pollard investigation altogether, under reported strong pressure from State Department chief counsel Abraham Sofaer and Secretary of State George Shultz himself, Pentagon and CIA officials have been reportedly aware that they are dealing with an “X Committee,” buried deep inside the American national security establishment.

One version of the “X Committee” list, reportedly passed from the office of the general counsel to the Secretary of Defense and on to the FBI early this year, contained such prominent Reagan Administration figures as: Ikle´, Richard Perle, Steven Bryen, Doug Feith, Andy Marshall, Henry Rowen, and Frank Gaffney, Jr. All were, up until very recently, senior officials at the Pentagon, the Arms Control and Disarmament Agency, and the CIA’s National Intelligence Estimates Board.

Albert Wohlstetter Recruits a Net

Decades before there was Pollard and Kalmanowitch, Dr. Albert Wohlstetter had already established himself as one of America’s preeminent “nuclear strategists”— certainly one of the figures upon whom the early 1960s character “Dr. Strangelove” was based. First at the RAND Corporation and the University of Chicago, and later at his own consulting firm, Pan-Heuristics, Wohlstetter groomed literally scores of proteges for future sensitive government posts.

Using the Senate offices of the late Henry Jackson (D-Wash.) and Clifford Case (R-N.J.) as stepping stones for placing his epigones into the Washington, D.C. policymaking circuit, Wohlstetter had succeeded, by the time the Reagan Administration entered office, in placing his assets in sensitive and powerful positions at the Pentagon. Dr. Fred Ikle, a Wohlstetter protege from their days together at RAND, became the Deputy Secretary of Defense. Richard Perle, who had come under Wohlstetter’s wing while still a student at Hollywood High School, and who survived a 1970 near-arrest, reportedly for passing secrets to the Mossad while on Scoop Jackson’s staff, became President Reagan’s most trusted arms control adviser up until his departure from the Pentagon late last year. Perle was the actual author of the disastrous INF treaty proposal jumped on by Soviet boss Gorbachov at Reykjavik. …

In 1973, Secretary of Defense James Schlesinger hired his mentor [Andrew] Marshall to become director of the Office of Strategic Assessment. Under Marshall, it became the key Pentagon office overseeing the subcontracting of strategic assessments to private firms, such as RAND. Marshall has also served as the key liaison with the Israeli Defense Ministry. In 1982, Marshall, Fred Ikle, and Richard Perle co-authored the Reagan Administration’s guidelines on defense guidance.”

A Clean Break: A New Strategy for Securing the Realm (commonly known as the “Clean Break” report) is a policy document that was prepared in 1996 by a study group led by Richard Perle for Benjamin Netanyahu, the then Prime Minister of Israel. It has been criticized for advocating an aggressive policy including the removal of Saddam Hussein from power in Iraq and the containment of Syria by engaging in proxy warfare and highlighting its possession of “weapons of mass destruction”.

Richard Perle‘s 1996 paper states the following:

“Israel can shape its strategic environment, in cooperation with Turkey and Jordan, by weakening, containing, and even rolling back Syria. This effort can focus on removing Saddam Hussein from power in Iraq—an important Israeli strategic objective in its own right—as a means of foiling Syria’s regional ambitions.”

One of RAND’s proposals is being taken up by Russia in Syria. The following except is also included in the Talpiot Talk July 14, 2018 article, Russia has been integral in helping Israel achieve its goals in Syria.

Andrew Korybko RegionalRapport 5/4/17: Syria: From “De-Escalation” Zones To “Decentralization” Units

Most observers were utterly shocked when the details emerged earlier this week that President Putin had discussed “safe zones” (now being rebranded as “de-escalation” zones) with not only President Trump, but even President Erdogan, and were especially surprised when the Russian leader defended this idea on the grounds that it “can really help to move along the long-standing problem of separating the moderate Syrian opposition from terrorist organization”.

Russian media, RT even quoted President Putin as saying that “aviation will also not be deployed in de-escalation zones, on condition of no military activity there”, signaling that the “de-escalation” zones will be equivalent to “no-fly” zones

Syrian authorities had previously rejected the US and its allies’ efforts to implement “safe” and “no-fly” zones over their country, but the entire context seems to have changed for them due to Russia’s leading participation in this initiative …

Syria’s acceptance of “de-escalation” zones is … indicative of Damascus tacitly acquiescing to what might inevitably turn out to be the country’s “decentralization” into a checkerboard of quasi-independent “autonomous” or “federalized” units in the coming future.

…[T]he Syrian case is especially well suited for this outcome because of the governance ‘suggestions’ included in the Russian-writtendraft constitution” unveiled in January.

This document explicitly stipulates that the country should be “decentralized” and that the Kurds be granted the privilege of a vaguely described “cultural autonomy”, with subsequently related ambiguous clauses leaving open the possibility that this model could be replicated all across the country and perhaps even taken to the level of “federalization”. …

It appears to already be a fait accompli that “de-escalation”/”no-fly” zones enforced by UN and/or other “peacekeepers” will lead to the de-facto “decentralization” of the country, therefore pressuring Damascus to institutionalize this state of affairs by agreeing to corresponding constitutional reforms. The model of manipulating “safe” zones and international “peacekeeper” deployments in order to advance a “decentralization” ‘solution’ to the War on Syria isn’t something unique to the latest Astana talks, however, as this idea was originally introduced by the RAND Corporation in February in the third edition of their “Peace Plan For Syria” dealing specifically with “Agreed Zones of Control, Decentralization, and International Administration”.

It therefore looks as though Russia has simply rebranded the RAND Corporation’s proposals and claimed them as Moscow’s own…”
